3 wks after sclerotherapy, I have begun to notice white blotches around the injection sites. There is no pain or inflammation. Is all this normal?

Difficult to answer without looking at your skin. Did you stay out of the sun for at least 2 weeks after treatment and did the discoloration just start? In general, I would wait at least another 2-3 weeks before assuming this is
a permanent change or transient.

Was it ultrasound guided sclero or spider vein sclero? I would recommend a follow up appointment because the blanching of the skin could indicate a problem such as potential break down of the skin.

White blotches around the injection sites is not normal. You should return to your treating physician for re evaluation. This is an unusual complaint following sclerotherapy and recommend ruling out that this is not some sort of allergic redaction or due to some other cause. You need to be seen and checked.
