If you want to use conservative methods of treatment that do not require surgical medical interventions, they must be done under the guidance of a medical specialist.
These methods can include medical-grade compression stockings, avoiding prolonged standing, leg elevation technique, exercise, weight loss, healthy diet, etc.
Even though present conditions will not be eliminated with conservative treatment, progression or complications could be avoided by managing your care with conservative methods and a more healthy lifestyle.
I recommend you seek medical guidance to start incorporating these into your routine.

Yes, stockings would be fine to use, but you should stop smoking for overall health benefit.

Yes, you can wear compression stockings. They are medical devices, so they need to be measured to fit your leg. Please find a qualified person to properly fit the stockings for your legs. I don't know the exact reason why you want to wear compression hoses, but I imagine that you have varicose veins or symptoms of venous reflux disease. This should be evaluated by a qualified vein doctor so determine the extent of this problem, if it exists in you.

Being a smoker does not conflict with the effectiveness of wearing compression stockings.

Yes, you may safely wear compression hose. Also consider, very seriously, ending your smoking habit. The damage it is doing not just to your veins but particularly to your arteries is potentially quite severe and life threatening. Just some food for thought as compression hose are not the magic answer to preventing the damage being done to your system by smoking.

Yes provided they are correctly measured and fitted. If for health, a lower compression knee length is adequate.
