If only part of it is open, then yes. A partial ablation can be done.

Most experienced surgeons only seal the GSV above the area of varicosities if present and the do microphlebectomy on any of the bulging veins. Often the flow below the knee will return to normal. Ablation down to the ankle (mimicking the old "strippling" of veins) has a high risk of damaging nerves etc.

The part of the vein which has incometance has to be treated
completely. Sometimes you don't have to treat the vein in its
entirety.

It is possible to do a partial ablation of the great saphenous vein. I have had patients over the years who have had reflux of only certain areas of the GSV such as the knee area alone or from the just above knee to just below the knee. I have in those cases, and especially in patients who may need their GSV for future bypass use, done only a partial ablation.
