I'd recommend you visit a medical specialty store which carries a good quality selection of hose and they should have different types of assistive applicator. Doff & Donner is one, Sigvaris has a applicator, gripping mats and there are toe slippers and gloves available.

Any one who wears compression stockings will benefit from them. I have personally wore them for thirty years and I don't have a single spider or varicose vein. The best aid in applying them is simply a pair of rubber gloves. If this isn't enough then each stocking company has various application aids.

People with varicose veins from superficial venous insufficieny would benefit the most from a graded compression stocking although even normal superficial veins can benefit from some support.

People with venous insufficiency benefit from wearing compression stockings.
There are various devices to help with putting on compression hose including butlers and zippers, but try wearing rubber gloves when putting them on, it makes it much easier.
