The Importance Of Patient Education

A key part of preventing a health care problem from progressing is being aware as to how they can develop. We strongly believe that patient education is an important part of the services we provide. In addition to talking with our patients during their exams, we have a ready supply of patient education materials such as brochures and information sheets in our office. We encourage our patients to read about their condition and ask us questions about how to stay healthy.

Dr. Ken Stevens has been board certified in cardiovascular diseases, phlebology and internal medicine. He holds a B.A. degree from Colgate University, M.S. degrees from Georgetown University and University of Wisconsin–Madison, and a Medical Degree from Loyola University of Chicago. After completing his internal medicine internship and residency at the Jackson Memorial Hospital/University of Miami, a cardiology fellowship at Northwestern Memorial Hospital, and an interventional cardiology fellowship at University Hospital/SUNY Stony Brook, Dr. Stevens ultimately settled down in Rockford, Illinois for 15 years.

In Rockford, Dr. Stevens wore many hats, serving as Managing Physician for Rockford Cardiology Associates, Chairman of the OSF/St Anthony Regional Heart Institute and Department of Medicine, and Medical Director of the Chest Pain Center at different times. He is also proud to have worked as a Team Physician for the US Olympic Team and US Maccabiah Team.

Dr. Stevens eventually relocated to San Luis Obispo, California, where he opened Premier Heart Care in 2008. At Premier Heart Care, Dr. Stevens is committed to treating patients with the utmost respect and compassion. Delivering the highest standard of cardiac and vascular care is his top priority, and his practice has built a strong reputation for providing state-of-the-art diagnosis, disease management, and treatment.

After many years of interest, Dr. Stevens decided to offer non-surgical treatment for varicose veins and venous insufficiency in addition to cardiovascular treatment. It was then that Premier Vein Care was born in 2010, allowing for a more comprehensive approach to vascular care. At Premier Vein Care, patients  receive high quality vein treatment in a friendly, state-of-the-art facility. The ultrasound lab is certified by the American College of Radiology, and Dr. Stevens is a registered phlebology sonographer, RPhS, through Cardiovascular Credentialing International.

The two practices are now combined as Premier Heart and Vein Care to provide a seamless, holistic and unified approach to optimally manage your cardiac and vascular conditions.

Dr. Stevens is a member of the American College of Phlebology and American Society for Laser Medicine and Surgery and a Fellow in the American College of Cardiology, American College of Physicians, and the Society for Cardiovascular Angiography and Interventions. In his free time, Dr. Stevens enjoys cycling and taking in the sights and scenery of the Central Coast.


Ezio Cembran

Ezio is our practice manager. He comes with over 20 years’ experience in managing companies. Among his roles were Business Segment Leader for Owens Corning, Production manager for SRI surgical express, Director and General manager of EVS for Sierra Vista Hospital in the Central Coast, Manteca Hospital and St. Joseph’s hospital in the Central Valley, and Clinic Manager at Pain Management Specialist in Atascadero. He was also a consultant for the largest laundry in the west coast, processing over 75 million pounds of laundry per year for different medical facilities and hospitals. At Premier Heart and Vein Care he is our Practice Manager handling all of the day to day operations of the practice. He is certified as an IS 9001 internal auditor, FDA auditor, Environmental health and safety manager, Ergonomics specialist as well as certified in train the trainer and Accelerated training courses. He is also a certified OSHA trainer for the OSHA 500 and 501 courses. Ezio is proficient in Spanish as well as English and served as an interpreter in more than 200 depositions and court cases in medical, legal and civil claims.

Jennifer Yohan

Jennifer Yohan is a Registered Vascular Sonographer (RVS) at Premier Heart and Vein Care. Her certification is through CCI (Cardiovascular Credentialing International). She has expertise in multiple areas of vascular ultrasound and assists in both the radiofrequency ablation and ultrasound guided foam sclerotherapy procedures. Jennifer received a degree in Social Science at College of the Canyons. She then attended Kaplan College to earn a degree in Diagnostic Medical Sonography and completed her externship at Medical Diagnostic Imaging and Henry Mayo Hospital. Jennifer has worked at Premier Heart and Vein Care for over six years and looks forward to working with the team to provide quality care for its patients.

Arturo Arguello

Arturo Arguello is the newest addition to Premier Heart and Vein Care staff, serving as lead medical assistant. He received his Bachelor of Science degree, majoring in nursing at the National Autonomous University of Mexico (UNAM). He has worked in the medical field for more than a decade in different specialties in the Central Coast. He was an Instructor for Nursing at UNAM and English as a Second Language Program at Cuesta College. He has volunteered for charity organizations such as with Mercy Hospital, working with a plastic surgeon in a mission for children with cleft lip, cleft palate and club foot repair, Community Nurse Volunteer with free home visits for indigent patients discharged from the hospital, and City at Peace Mediator volunteer intervening to divert juvenile delinquents from a potential life of crime to productive lives as good citizens. He has volunteered as a community paralegal and interpreter for the Hispanic community. He dedicates a lot of his time helping others in many ways. His passion is to make a difference in people’s lives.

Dahlia Valdez

Dahlia Valdez is the Receptionist at Premier Heart and Vein Care and is bilingual in English/Spanish. Dahlia greets our patients and ensures that all of your information is accurate and up to date. She is attending San Diego City College in the spring to finish her last year of schooling for her Associates Degree in Social Work. Dahlia's goal is to be a Child Welfare Social Worker. She is looking forward to help the patients at Premier Heart and Vein Care have a smooth, stress free front desk experience.

Marisol Villagran

Marisol Villagran is a medical assistant at Premier Heart and Vein Care. She is bilingual in English and Spanish. She greets patients, does the medical record intake, and ensures all medical records are gathered and up to date for a smooth office visit. She helps patients with Zio monitors, medical questions, medication refills and laboratory test orders. She also assists in the radiofrequency ablation procedure and wound care. She attended Allan Hancock College and Center for Employment Training Medical Program. She did her externship at Pain Management Specialists in Santa Maria.

Randy Aafedt

Randy is the Insurance/Billing Coordinator for Premier Heart and Vein Care. He has over 18 years of experience in medical billing, collections, insurance authorization and customer service. The majority of his medical billing experience came from working at three hospices in Phoenix, Arizona. Since moving to the Central Coast he has expanded his medical billing knowledge to include nursing home billing, gastroenterology and now cardiac and vascular medicine. His main focus is to verify that the procedures ordered are covered and authorized before our patients arrive at the office because nobody wants a surprise when they receive a letter from their insurance plan.
