I'm not dark but I'm not fair-skinned either. I had post inflammatory hyperpigmentation after intense pulse light treatment on my face.

The hyperpigmentation was very strong under my eyes (exactly the area I wanted to treat the most, because of my dark circles caused by spider and blue veins). My doctor says it means I can't use intense pulse light treatment anymore. Are there any alternative treatments to treat those spider/blue veins that does not involve laser and therefore are safer in regarding hyperpigmentation?

You will need to control the inflammation which is the underlying cause of spider veins on the face (sun, wind etc). A product such as Epionce can help with this. The blue veins can be successfully treated by the right laser and an experience practitioner. We us a Cutera 1064 yag for these. The smaller red veins can also be targeted using a different laser such as the Dornier 940 diode. If there is diffuse redness we may incorporate laser genesis treatments in a series of 3-5 treatments.

It is possible to inject some veins around the eyes, but this needs to be discussed with the doctor who has experience in doing this.

Dark circles under the eyes is called miasma, and the darkness won't disappear after treating the veins. On the other hand, blue veins under the eyes can be injected safely. I use Vein Gogh for tiny facial spider veins.
