It is possible that you have too high compression and is affecting you arterial blood circulation. Other possibility is that your aterial blood circulation is already diminished and the stockings are making it worse.

This is a common observation. If you are wearing hose for swelling or venous reflux, "emptying" the legs can make them feel cooler.

If they're too tight they can restrict circulation. See your provider to check.

No, this is not normal. You should be evaluated for Peripheral Artery Disease (PAD) and then adjust compression grade of the prescribed compresion hose.
