The first step is to have your complaint evaluated by a vein specialist and to undergo an ultrasound test to verify if you have venous disease. Once verified, compression stockings often help. Sometimes, there is an underlying problem that needs to be corrected as well.

Whether stockings improve the redness depends on the etiology of the redness near your ankle. It has to be evaluated first. If redness is due to venous insufficiency, stocking should help.

It is difficult to assess the reason for this redness. It could be venous or arterial. You could try a low grade (15-20 mmHg) pressure knee-length hose and see how it feels and looks.
